On 8 July 2026, the Council of the European Union adopted an implementing decision approving amendments to Luxembourg's recovery and resilience plan, replacing the 2021 annex with a revised version. The changes, requested by Luxembourg on 29 May 2026, adjust eight measures due to lower demand or to reduce administrative burden while maintaining original objectives. The total financial contribution remains unchanged at EUR 241,100,776.

The amended plan reflects Luxembourg's request citing objective circumstances that made parts of the original plan unachievable. One measure—construction of photovoltaic units in business premises—was revised due to lower demand. Seven other measures were simplified to reduce administrative burden: the support scheme for charging points, electronic document management, eADEM, national platform for public survey management, promotion of energy efficiency and renewable energy in housing, and scaled-up support for charging points. Resources freed from one measure are reallocated to increase implementation of another—promotion of zero-emission and active mobility.

The European Commission assessed the amended plan positively, concluding it still meets all criteria under Regulation (EU) 2021/241. The decision is addressed to the Grand Duchy of Luxembourg.

For Luxembourg's government, the amendments provide flexibility to adapt to changing circumstances without losing EU funding. Businesses and households in Luxembourg benefit from reduced administrative burden for accessing support schemes, particularly for charging points and energy efficiency. The photovoltaic sector may see reduced demand for business-premises installations, but reallocation to zero-emission mobility could boost related industries. EU taxpayers see no change in financial contribution, as the total remains capped.

Luxembourg must now implement the revised plan, with disbursements tied to milestone achievement. The Commission will monitor progress under the Recovery and Resilience Facility.
