The General Affairs Council on 14 July 2026 held an information point on the Multiannual Financial Framework (MFF) 2028–2034, chaired by the Irish Presidency. The Presidency framed the debate as procedural, noting progress under previous Danish and Cypriot Presidencies on the negotiating box and sectoral files, but acknowledged major outstanding issues: overall budget volume, new own resources, and expenditure balance. The objective is agreement by end-2026 to ensure uninterrupted funding from January 2028. Piotr Serafin (European Commission) aligned with this timetable, stressing the need for collective compromise by Member States. No ministers intervened. The Presidency announced deep discussions in autumn, bilateral contacts in September, and preparation for the October European Council. Key divergence: whether revenue and expenditure can be treated separately—the Presidency insisted they must move together. Consensus existed on urgency, the solid basis of prior work, and the need for shared responsibility. Affected stakeholders: EU institutions, Member States, and beneficiaries of EU funds.
