The European Commission will hold its 2573rd meeting in Brussels on 24 June 2026, with a pre-agreed consensus on routine items and scheduled debates on five major proposals, according to the agenda published on 23 June. The meeting, chaired by President Ursula von der Leyen, will include presentations by Commissioners on tax simplification, digital options for energy and tyre labelling, Europol reform, Eurojust reform, and the 2026 Convergence Report.

The agenda lists A items approved without discussion, including the weekly Chefs de cabinet meeting of 22 June, approval of minutes from meetings 2567-2572 (19 May to 16 June 2026), interinstitutional relations following the European Council of 18-19 June 2026, coordination of external action, monitoring EU law, written procedures, and administrative and budgetary matters.

Under B items for presentation, Item 9 is a proposal for a Council Directive simplifying direct taxation, amending six directives on interest and royalties, mergers, parent-subsidiary, anti-tax avoidance, dispute resolution, and the 2025 tax transparency directive. It will be presented by Commissioner for Climate Wopke Hoekstra, with Executive Vice-Presidents Teresa Ribera and Valdis Dombrovskis.

Item 10 is a proposal for a Regulation on digital options for energy and tyre labelling, amending the energy labelling framework and tyre labelling regulation. It will be presented by Energy Commissioner Dan Jørgensen, with Ribera and Dombrovskis.

Item 11 is a proposal for a Regulation on Europol, amending two regulations and repealing the current Europol regulation. It will be presented by Home Affairs Commissioner Magnus Brunner, with Executive Vice-President Henna Virkkunen.

Item 12 is a proposal for a Regulation on Eurojust, repealing the current Eurojust regulation. It will be presented by Justice Commissioner Michael McGrath, with Virkkunen.

Item 13 is the Convergence Report 2026 under Article 140(1) TFEU, assessing member states' progress towards adopting the euro. It will be presented by Dombrovskis, with Economy Commissioner Stéphane Séjourné.

Item 14 covers any other business, including an oral communication from High Representative Kaja Kallas on recent developments in external relations.

The meeting is scheduled to start at 9.00. The agenda notes that items marked with an asterisk have pre-agreed consensus from the Chefs de cabinet meeting of 22 June.

The tax simplification directive could reduce compliance costs for businesses operating across borders, but may face resistance from member states concerned about revenue loss. The digital labelling regulation would affect manufacturers of energy-related products and tyres, potentially increasing administrative burdens while offering consumers better information. Europol and Eurojust reforms aim to enhance cross-border police and judicial cooperation, impacting national law enforcement agencies and data protection authorities. The Convergence Report will influence expectations for eurozone enlargement, affecting member states seeking to join and financial markets.

After adoption by the Commission, the proposals will be transmitted to the European Parliament and the Council for legislative scrutiny. The tax directive and regulations will follow the ordinary legislative procedure, requiring co-decision between Parliament and Council.
