The Working Party on Judicial Cooperation in Criminal Matters (COPEN) will meet on 23 July 2026 at 10:00 in Brussels to discuss the European Commission's proposal for a new Eurojust Regulation, according to a notice of meeting and provisional agenda published by the Council. The meeting will begin with the adoption of the agenda, followed by a Commission presentation and observations from Eurojust on the proposed regulation, which would repeal and replace the current Regulation (EU) 2018/1727 governing the European Union Agency for Criminal Justice Cooperation.

After Eurojust representatives leave the room, member state delegations will hold a general exchange of views based on a Presidency discussion note (document 11145/26 + ADD 1-7; WK 9842/26 to be issued). The discussion aims to gather initial positions on the Commission's proposal, which seeks to update Eurojust's mandate and operational tools. Delegations are required to register attendance via the Delegates Portal, with Council documents available there and room attendants providing copies on request. Any other business (AOB) will follow the main agenda item.

The meeting marks the first formal discussion of the new Eurojust regulation at the working party level, following the Commission's tabling of the proposal. The exchange of views will help shape the Council's negotiating position ahead of trilogue negotiations with the European Parliament. No prior coverage of this file exists in recent months.
