The Permanent Representatives Committee has approved the attendance of specific third-party organisations at meetings of the Working Party on Humanitarian Aid and Food Aid (COHAFA) during the Cyprus Presidency, which ran from 1 January to 30 June 2026. The approvals were granted on 10 December 2025, with additional approvals on 13 May 2026 and 10 June 2026, as recorded in an information note dated 14 July 2026.

Category A includes UN and international organisations such as the World Food Programme (WFP), UNICEF, the International Committee of the Red Cross (ICRC), UNHCR, the International Organization for Migration (IOM), the UN Office for Disaster Risk Reduction (UNDRR), the UN Office for the Coordination of Humanitarian Affairs (OCHA), the World Health Organization (WHO), UNFPA, UNRWA, the Food and Agriculture Organization (FAO), and UN Women. Category D covers non-governmental organisations, including the International Rescue Committee, Norwegian Refugee Council, Médecins Sans Frontières, CARE International, Start Network, CALP Network, Insecurity Insight, and Médecins du Monde.

The attendance was subject to conditions set out in document 16401/25. The note formalises the record of which organisations participated in COHAFA meetings during the six-month presidency, a routine procedural step to ensure transparency and compliance with Council rules on third-party access.
