The Council of the European Union has initiated a written procedure to adopt a decision allowing the United Kingdom to participate in assistance supporting Ukraine's defence industrial capacities under Article 13(11) of Regulation (EU) 2026/467. The Permanent Representatives Committee decided on 22 July 2026 to use the written procedure, with member states required to submit their votes (YES, NO, or ABSTENTION) by 12h00 on Friday, 24 July 2026. This is the first time the Council has formally considered UK participation in this specific assistance mechanism, which was established by Regulation (EU) 2026/467. The regulation, adopted earlier in 2026, created a framework for EU support to Ukraine's defence industrial base. The UK, having left the EU, requires a Council decision to participate in such initiatives under the relevant provisions.
Member states must send their replies to the Council secretariat, and any unilateral statements must be submitted with the reply unless already made at Coreper. The outcome of the written procedure will determine whether the UK can join the assistance, which aims to bolster Ukraine's capacity to produce defence equipment and munitions amid the ongoing war with Russia.
The decision is expected to have implications for EU-UK defence cooperation and for Ukraine's industrial base. If approved, UK participation could bring additional financial resources and industrial expertise to the initiative. However, some member states may have concerns about the UK's post-Brexit alignment with EU foreign policy objectives. The tight deadline of 24 July suggests the Council aims to finalise the decision quickly, possibly to align with broader EU support packages for Ukraine.
