The European Commission has published its tenth annual report on the Facility for Refugees in Turkey, covering data up to January 2026, showing that nearly EUR 5.9 billion of the EUR 6 billion Facility has been disbursed by end of 2025. The report, dated 16 July 2026, details that Türkiye hosted 2,339,543 Syrians under temporary protection and over 300,000 registered migrants as of January 2026. Since the fall of the Assad regime in December 2024, over 600,000 Syrians have returned to Syria, with UNHCR monitoring over 453,000 voluntary returns from Türkiye since 8 December 2024. Total voluntary returns to Syria since 2016 reached about 1.3 million by February 2026.

The Facility, established in 2015 and operational from 2016, coordinates EUR 6 billion in EU and Member State funding for refugees and host communities in Türkiye. It comprises two tranches: EUR 3 billion for 2016-2017 and EUR 3 billion for 2018-2019. Under the first tranche, EUR 1.4 billion was contracted and disbursed for humanitarian assistance through 65 projects with 21 partners, and EUR 1.6 billion for development assistance across 26 projects. Under the second tranche, nearly EUR 1.06 billion was contracted and nearly EUR 1.05 billion disbursed for humanitarian aid, while EUR 1.9 billion was contracted and over EUR 1.8 billion disbursed for development, with 11 ongoing interventions.

Under the EU-Turkey Statement of 18 March 2016, over 44,046 persons were resettled from Türkiye to the EU between April 2016 and December 2025. Returns from Greek islands to Türkiye stand at 2,253 since 2016, but no returns have occurred since March 2020 due to Türkiye's suspension of the readmission agreement. The report notes that implementation of the Facility is conditional on Türkiye's compliance with the EU-Turkey Joint Action Plan of 29 November 2015 and the Statement.

Additional EU funding outside the Facility includes EUR 535 million in 2020, EUR 3 billion for 2021-2023, EUR 2 billion for 2024-2027, and EUR 1 billion pledged at the Syria Conference of May 2024. Total EU funding for refugee and host community assistance in Türkiye since 2011 stands at EUR 12.4 billion. The report focuses on socio-economic support and voluntary returns, with no new commitments beyond the existing funding streams.

EU taxpayers have provided EUR 12.4 billion since 2011, with the Facility nearly fully disbursed. Turkish host communities benefit from development projects, while refugees receive humanitarian aid. EU Member States see reduced irregular migration via the EU-Turkey Statement, though returns from Greek islands remain suspended. The European Parliament and Council are expected to review the report and may consider future funding beyond 2027.
