Spanish MEP Jorge Buxadé Villalba (Patriots for Europe) has asked the European Commission to disclose how much of the €17 billion in EU funds allocated to Member States for Ukrainians displaced by the war has actually been spent, and what traceability mechanisms exist. In a parliamentary question submitted on 4 June 2026, Buxadé noted that the EU made €193.3 billion available to Ukraine overall, of which €17 billion was supposedly directed to Member States to support those fleeing the conflict — a sum he said is three times Spain's annual common agricultural policy receipts. He stressed that the funds were not granted directly but allowed Member States to reallocate money from cohesion policy funds for the 2014-2020 period and REACT-EU.

first, how much Spain has certified it reallocated between 2022 and 2025 for measures helping displaced Ukrainians; second, the amounts reallocated by all Member States for that purpose; and third, what traceability mechanisms the Commission has applied to monitor the destination of the funds. The MEP's intervention reflects a push for greater transparency and oversight of EU spending, targeting potential gaps between funds made available and actual disbursement. The Commission is expected to reply within approximately six weeks, and its answer will signal the level of detail it is willing to provide on Member State compliance and fund tracking.

Stakeholder impact The question primarily affects EU taxpayers and national authorities, who face scrutiny over the effective use of reallocated cohesion and REACT-EU funds. EU regulatory bodies, particularly the Commission, may need to demonstrate robust monitoring if the answer reveals weak traceability. Spanish and other Member State governments could face reputational or administrative consequences if certified amounts fall short of expectations. The Ukrainian displaced population is indirectly impacted, as the effectiveness of support depends on transparent fund allocation.
