Deposit Return Schemes (DRS) are presented as the most effective method for achieving high collection and recycling rates for beverage packaging within a circular economy. Natural Mineral Waters Europe (NMWE) and UNESDA Soft Drinks Europe commissioned OLHC Consultants to create the DRS Playbook, a practical guide for producers, policymakers, and system operators. The Playbook emphasizes principles and best practices for developing new, locally adapted DRS, covering legislative frameworks, design, governance, education, fraud prevention, and financial models, and it remains a living document that will evolve with experience and new developments across Europe. It also examines questions such as deposit levels, transition planning, and integration of reuse and digital innovations.
