The European Union has condemned Russia's recent escalation in its war against Ukraine, including large-scale missile and drone attacks on civilians, strikes on the UNESCO World Heritage site of Kyiv-Pechersk Lavra, and systematic targeting of civilian and energy infrastructure. In a statement delivered at the OSCE Forum for Security Co-operation on 24 June 2026, the EU highlighted a United Nations report showing that 274 civilians were killed and 1,763 injured in May, making it the deadliest month since April 2022. The statement also denounced Russia's aggressive behaviour towards EU Member States, including information manipulation and threats against European diplomatic presence in Ukraine, as well as violations of EU territory. The EU reaffirmed its unwavering support for Ukraine's independence, sovereignty, and territorial integrity, and called on Russia to immediately and unconditionally withdraw all forces from Ukraine. It urged all countries to cease assistance to Russia's war effort, specifically condemning military support from Belarus, Iran, the DPRK, and the deployment of DPRK troops. The EU reiterated its commitment to a comprehensive, just, and lasting peace based on the UN Charter, with robust security guarantees for Ukraine, and stressed that peace cannot be decided without Ukraine. It also called for full accountability for war crimes committed during the conflict. The statement was aligned with Albania, Andorra, Bosnia and Herzegovina, Georgia, Iceland, Liechtenstein, Republic of Moldova, Montenegro, North Macedonia, Norway, and Ukraine.
