The Council of the European Union has initiated a written procedure for Member States to adopt a decision allowing the United Kingdom to participate in assistance to support Ukraine's defence industrial capacities under Regulation (EU) 2026/467. The procedure, launched on 24 July 2026, follows a Coreper decision on 22 July 2026, and Member States must reply with YES, NO, or ABSTENTION by 17h00 on the same day. Unilateral statements may be submitted alongside the reply.
The proposed Council Implementing Decision would enable UK involvement in EU-funded defence industrial support for Ukraine, enhancing coordination and capacity. This move strengthens EU-UK cooperation in security and defence post-Brexit, expediting decision-making via written procedure to avoid lengthy negotiations. The decision could set a precedent for future UK participation in EU defence initiatives.
EU Member States gain a streamlined process for including a key ally in defence efforts, potentially boosting industrial output for Ukraine. The UK benefits from formalised access to EU defence funding mechanisms, strengthening its defence industrial base. Ukraine stands to receive more coordinated and substantial defence support. However, some Member States may view UK participation as a precedent that could complicate future EU-only defence initiatives, raising sovereignty concerns. The written procedure accelerates adoption but limits debate, which may concern those favouring more deliberative processes.
Once the written procedure concludes, the Council will formally adopt the Implementing Decision if approved. The European Commission and the European External Action Service will then implement the decision, coordinating UK participation in relevant projects.
