The Permanent Representatives Committee (Part 1) will meet on 8 July 2026 at 10:00 in Brussels to prepare the Agriculture and Fisheries Council of 13 July 2026 and adopt a wide range of non-discussion items, including a regulation on air passenger rights and decisions on fisheries agreements with Seychelles and EU-Japan cooperation.
Among the discussion items for the Agriculture and Fisheries Council, the Presidency will present its work programme, followed by a Commission presentation and exchange of views on the Livestock Strategy and Protein Plan (document 11527/26). The committee will also analyse the final compromise text for a regulation on the production and marketing of plant reproductive material (document 10853/26).
Non-discussion items to be adopted by silence or approval include replies to written questions from MEPs on the suspension of EU military cooperation with Rwanda (11159/26) and the inclusion of German journalist Hüseyin Doğru on the EU sanctions list (10597/26). The committee will approve the minutes of the AGRIFISH Council meetings of 30 March and 27 April 2026, and appoint one Management Board member of the European Chemicals Agency (ECHA) (10845/26, 9947/26).
Other items include the adoption of Council Decisions on the Sustainable Fisheries Partnership Agreement with Seychelles for the 2026-2030 Protocol, covering signing, provisional application, conclusion, and fishing opportunities allocation (11366/26+ADD 1, 9272/26, 9595/26, 9587/26, 9586/26). The committee will also approve EU-UK consultations on extending technical measures for 2027 (11255/26, 10374/26) and adopt Council Decisions on the EU-Japan Agreement for Japan's participation in Union programmes (8880/26, 8279/26, 8285/26, 8286/26).
A regulation on air passenger rights (11389/26+ADD 1, PE-CONS 39/1/26 REV 1) and a Decision empowering Austria to amend its bilateral road transport agreement with Switzerland for cabotage in coach and bus services (11391/26, PE-CONS 37/26) are also on the agenda. The committee will authorise negotiations for a non-binding instrument for the EU-Republic of Korea Digital Partnership Council (11495/26).
Additionally, the committee will adopt Council Conclusions on One Health in agrifood systems (11318/26), terminate the Voluntary Partnership Agreement with Liberia on forest law enforcement and timber trade (10801/26, 14569/25), and approve third-party attendance at the Cultural Affairs Committee (14 July 2026) and the Working Party on International Environment Issues (Global) (15 July 2026).
