The Portuguese Parliament (Assembleia da República) has submitted its formal opinion on the proposed 28th Regime Corporate Legal Framework (EU INC.) regulation, received by the Council Presidency on 19 June 2026. The opinion, now circulated to all Council delegations, concerns the Proposal for a Regulation on the 28th Regime Corporate Legal Framework - EU INC. (document references: 7498/26, ADDs 1-6 - COM(2026) 321). The document was sent from the Portuguese Parliament to the President of the Council of the European Union and is enclosed for delegations; translations may be available on the IPEX website. This marks the first recorded national parliamentary scrutiny input on the EU INC. proposal, which aims to create a harmonized corporate legal form across member states. The opinion will feed into the Council's ongoing deliberations on the file, which is currently under review by the Council's working party on company law. No prior coverage of this file exists in the last 180 days, making this the first documented stakeholder reaction to the proposal.
