Portugal, Spain, and Morocco signed a Memorandum of Understanding on trilateral judicial cooperation for the FIFA World Cup 2030. The MoU, effective from 10 April 2026 to 31 December 2030 with possible written extension or revision, establishes a coordinated framework among the three co-host countries to address the operational and legal challenges of a World Cup played across two continents. It covers international judicial cooperation, sharing best practices for large events, protection of rights and access to justice, digital justice and cybercrime, and capacity-building for judicial staff. A work program for 2026–2030 will guide actions with annual reviews. Portuguese Justice Minister Rita Alarcão Júdice stated that Portugal is fully committed and will act as an active, loyal partner.
