The European Union condemned Russia's ongoing aggression against Ukraine at the UN Security Council on 27 July 2026, stating that the death and destruction caused by Russia's unprovoked war continues unabated. EU representative Quentin Weiler told the Council that the UN has verified over 2000 civilian casualties in June alone, the highest in four years, almost all resulting from Russian aerial bombardments of Ukraine's urban centres. The EU reiterated its call for a full, unconditional and immediate ceasefire and a comprehensive, just and lasting peace based on international law and the UN Charter.
Weiler noted that Russia spends 40% of its budget on military and security, has suffered over a million casualties for minimal territorial gains, and stands isolated internationally with its economy under heavy strain. He stressed that Russia's brutality against civilians, fuelled by desperation over battlefield failures, compounds its violations of international law. The EU has mobilized over 200 billion EUR to support Ukraine's right to self-defence under Article 51 of the UN Charter, all in response to an illegal invasion by a permanent member of the Security Council.
The EU called on Russia and its ally Belarus to ensure the safe and unconditional return of all unlawfully deported and transferred Ukrainian children, and urged all countries, including Security Council members, to cease any assistance or diplomatic cover to Russia. Weiler concluded that Russia cannot succeed in changing borders by force or escaping accountability, and urged the Council to work together in pressuring Russia to end its aggression and come to the negotiating table.
