On 24 June 2026, the European Commission adopted a proposal for a Council Directive that would overhaul the EU's direct taxation framework, aiming to reduce overlaps, eliminate redundant reporting obligations, and cut compliance costs for cross-border businesses. The proposal, presented by Commissioner Wopke Hoekstra, targets double taxation situations and includes measures to facilitate cross-border investment, supporting EU capital markets, as well as a targeted R&D component to encourage investment, particularly in Member States with fewer national levers. The Commission noted that budgetary effects should remain limited given the objectives. The proposal now requires adoption by the Council.
