The Council of the European Union has circulated a corrigendum to correct two wording errors in the French language version of Council Implementing Regulation (EU) 2026/509 of 23 April 2026, which implements EU restrictive measures related to Ukraine. The correction, published in Council document 12331/26 dated 5 August 2026, affects only the French text as it appears in the Official Journal. On page 58, annex, entry No. 719, under "Entities," in the third column "Grounds for listing," the term "l'entreprise" is replaced by "l'entreprise" in one instance, and "société d'importance systémique" (systemically important company) replaces "entreprise systématiquement importante" (systematically important enterprise). Member States have until Friday, 7 August, 17:00, to submit observations to the Council's Legal Service (dql.rectificatifs@consilium.europa.eu).

The corrigendum follows the adoption of Implementing Regulation (EU) 2026/509 on 23 April 2026, which amended the EU's asset freeze and travel ban list under Regulation (EU) No 269/2014, targeting entities and individuals involved in actions undermining Ukraine's territorial integrity. The listing of LLC "Irz-Svyaz" under entry No. 719 is part of these measures. The correction is classified as a procedure for obvious errors in one language version (Procedure 2(b) per Council document R/2521/75), meaning it does not alter the substance of the listing but ensures legal precision in the French version.

This administrative step does not change the scope of the sanctions or the entities affected. The corrected French text will be reflected in the Official Journal, ensuring consistency across all EU languages. The deadline for Member State observations is tight, reflecting the routine nature of such corrections. No prior coverage of this specific corrigendum exists, but it is part of the ongoing implementation of EU sanctions against Russia over its aggression in Ukraine, a policy area where the Council has repeatedly acted since 2014.

the correction affects only the French wording of one listing, with no change to the legal obligations of EU operators, financial institutions, or the listed entity. EU businesses and banks that must comply with asset freezes will see no change in their compliance requirements. The main effect is on legal clarity for French-speaking jurisdictions, where the corrected terms align with standard EU terminology. The Council's Legal Service will process any observations by the 7 August deadline, after which the corrigendum will be formally adopted and published.
