The EU Council's JHA Counsellors / COSI Support Group is scheduled to meet on 25 June 2026 at 10:00 in the Justus Lipsius Building, Brussels, to coordinate operational and strategic work on the European Multidisciplinary Platform Against Criminal Threats (EMPACT), cooperation with third countries, and law enforcement access to data. The meeting, announced in a notice of meeting and provisional agenda, will adopt the agenda, receive information from the Presidency, and hold discussions on several key items.

Under EMPACT, the group will prepare strategic guidance for Joint Action Days 2027, with a Presidency introduction and a presentation by Frontex on the cross-border crime threat assessment, followed by an exchange of views. Europol will present the mapping of most threatening criminal networks for 2026 and customer requirements for an interim report on new, changing, or emerging threats for 2027, also with an exchange of views and endorsement. The state of play on EMPACT funding will be presented by CEPOL, EUDA, eu-LISA, Eurojust, Europol, and Frontex.

On cooperation with third countries, the group will exchange views on the draft EU-CLASI ministerial declaration (document 8031/1/26 REV1) and hear a Commission presentation on the set-up of the EU-MENA regional dialogue on Internal Security.

Regarding access to data for effective law enforcement, the Commission and Europol will present on law enforcement representation in standardisation bodies (document 10154/26), with an exchange of views. The Commission will inform on the state of play of the Expert Group for a Technology Roadmap on Encryption. The Fundamental Rights Agency (FRA) will present a survey on encryption and concerns about access to private online communication. Eurojust and Europol will present a collection of illustrative case examples (document 10172/26), with an exchange of views. Sweden will present the 2nd International Symposium on Lawful Access (ISLA) scheduled for November 2026. CEPOL, Eurojust, Europol, and FRA will also present.

Finally, the incoming Irish Presidency will present its priorities for internal security. The meeting brings together representatives from EU member states, EU agencies, and the Commission to advance operational coordination in fighting organised crime and improving law enforcement capabilities.
