The EU Council Working Party on International Environment Issues (Climate Change) has scheduled an informal videoconference for 20 July 2026, according to a notice of meeting and provisional agenda published on 14 July 2026. The meeting aims to coordinate EU positions ahead of COP31 in Antalya, Türkiye, scheduled for November 2026, and to review recent international climate developments.

The agenda includes a debrief on several recent international meetings: the Ministerial on Climate Action (MoCA), the Shamakhi Heads of Delegations Retreat, the Informal ENVI Council, and climate diplomacy efforts. Participants will also receive a report-back from an informal workshop held in Dublin on 7-8 July 2026. The working party will review submitted items such as gender-responsive financial instruments, the revised Article 6.4 crediting mechanism registry, and the Belém Mission to 1.5°C. Upcoming submissions to be discussed include Belém Adaptation Indicators, Earth Information Day 2026 themes, guidance for the Green Climate Fund, the Global Environment Facility, the Fund for Loss and Damage, the 8th Mitigation Work Programme, and the Article 6.2 Ambition Dialogue. A key agenda item is the preparation of draft Council conclusions for COP31. The meeting will also cover any other business and nominations for Heads of Delegations.

This videoconference is a preparatory step in EU policy coordination, enhancing alignment among member states on international climate negotiations. The discussions on gender-responsive climate finance and improved crediting mechanisms under Article 6.4 could influence EU positions on adaptation indicators and loss and damage funding. The meeting may accelerate EU climate diplomacy efforts and ensure a unified EU stance at COP31. Stakeholders impacted include EU member states, which will coordinate their negotiating positions; the European Commission, which provides technical support; and international partners, who will engage with a cohesive EU bloc. The outcomes of this meeting will shape EU input to global climate dialogues and investment-focused events.
