Fitto Highlights Support for Ukraine's Regions and Local Governance

In his speech at the Ukraine Recovery Conference, Executive Vice-President Raffaele Fitto emphasized full support for Ukraine's regions and communities amid ongoing challenges. He celebrated Ukraine's resilience and reform pace, especially regarding decentralization and local government empowerment. Fitto underscored the importance of involving local and regional actors in EU accession, noting that 70% of EU legislation is implemented at these levels.

Concrete Financial Commitments and Capacity Building Initiatives

Fitto pointed to concrete support through EU mechanisms, such as the Ukraine Facility and Interreg cooperation programmes totaling 1.2 billion euros aimed at economic, social, and territorial cohesion. Specific programmes include 30 million euros invested in environmental protection and infrastructure reconstruction projects worth 53 million euros expected by 2025. Additionally, Fitto announced the opening of URBACT IV to Ukraine and plans for a dedicated capacity-building initiative for Ukrainian cities starting later in 2025.

Shift in Cohesion Policy and Proposals for Eastern Border Regions

He highlighted proposed mid-term cohesion policy adjustments to direct more resources to EU regions bordering Ukraine and assistance to sectors like defence and resilient infrastructure. Fitto also revealed plans for a new Pact for the EU's Eastern Border Regions to tailor support by the end of the year.

Implications and Stakeholder Impact

For Ukrainian local authorities and municipalities, these proposals imply increased financial resources, technical support, and empowerment in reconstruction and governance, reinforcing decentralization reforms. EU border regions could benefit from focused investments addressing cross-border cooperation and specific regional challenges. EU taxpayers and regulatory bodies face moderate impacts due to increased budget allocations and programme management. However, business sectors tied to infrastructure and environmental projects might experience opportunities for contracts but also compliance obligations. Civil society involvement is encouraged, potentially enhancing democratic engagement and project implementation oversight. Overall, the speech outlines clear, measurable support with institutional initiatives and substantial financial commitments, indicating a strengthened EU role in Ukraine's recovery and integration through decentralized governance.
