On 30 June 2026, the European Commission published a Communication outlining the first-ever EU Strategy for coastal communities, aiming to address their unique challenges through a coherent framework focused on prosperity, resilience, and liveability. The strategy targets traditional blue economy sectors such as fisheries, aquaculture, coastal tourism, and ports, promoting diversification via innovation and sustainable practices. It also introduces new initiatives like OceanEye for marine knowledge, BlueBIP for blue innovation, and blue carbon credits, alongside the CoastWAVE initiative to enhance climate resilience through nature-based solutions and adaptation investments. To improve liveability, the strategy includes an Affordable Housing Act and the New European Bauhaus Lab, while fostering multilevel governance and community-led local development. Funding will be mobilised through EU instruments such as EMFAF, cohesion policy, and InvestEU, with a potential EU-wide investment mapping for coastal adaptation. The strategy could boost economic diversification and job creation in coastal areas, particularly in blue biotechnologies, offshore renewables, and sustainable tourism, while enhancing climate resilience and reducing flood damages. However, implementation may face challenges due to the diversity of coastal communities and the need for tailored, place-based solutions. The strategy also aims to improve environmental outcomes via co-management of protected areas and restoration of marine ecosystems, though stronger enforcement of existing legislation may be required. Housing pressures in tourist hotspots could be alleviated through regulatory measures and increased funding for social housing. Maritime security and preparedness against hybrid threats may be strengthened by involving local stakeholders in situational awareness. The strategy complements national and local efforts in line with the subsidiarity principle, and its success will depend on effective multilevel governance and stakeholder involvement.
