The Antici Group (Simplification) of the Council of the European Union is scheduled to meet on 9 July 2026 at 14:30 in the Council's Europa Building in Brussels to examine the Presidency compromise text on the Omnibus X proposal for food and feed safety simplification. The meeting, announced in a notice of meeting and provisional agenda published on 2 July 2026, will focus on the Presidency compromise text (ST 11412/26) which aims to amend ten existing EU regulations to simplify and strengthen food and feed safety requirements.

The agenda includes the examination of the compromise text, supported by a Presidency explanatory note (WK 9779/26) and a steering note (WK 9857/26) to be published. The meeting is held in a 1+1 format, indicating one delegate per member state plus one advisor. Any other business (AOB) will also be discussed.

The Omnibus X proposal covers amendments to Regulations (EC) No 999/2001, (EC) No 1829/2003, (EC) No 1831/2003, (EC) No 852/2004, (EC) No 853/2004, (EC) No 396/2005, (EC) No 1099/2009, (EC) No 1107/2009, (EU) No 528/2012, and (EU) 2017/625. These regulations govern areas such as transmissible spongiform encephalopathies, genetically modified food and feed, feed additives, food hygiene, specific hygiene rules for food of animal origin, maximum residue levels of pesticides, animal welfare at slaughter, plant protection products, biocidal products, and official controls.

The Presidency compromise text seeks to streamline and reduce administrative burdens while maintaining high safety standards. The meeting advances the legislative process, with the Antici Group acting as a preparatory body for the Committee of Permanent Representatives (Coreper).

Stakeholders impacted include EU food and feed business operators, who may face reduced compliance costs from simplified rules; national competent authorities, who will implement the new framework; consumers, who will continue to benefit from safety protections; and the European Commission, which will oversee the transition. The compromise balances simplification with maintaining robust safety standards, potentially reducing costs for industry while preserving consumer confidence.

Following the Antici Group meeting, the compromise text is expected to be discussed in Coreper and subsequently adopted by the Council, after which it will be transmitted to the European Parliament for approval.
