The European Union, Jordan and EU Member States launched a €1.6 million Twinning Project on 13 July 2026 to strengthen Jordan's land administration framework, with a kick-off event in Amman under the patronage of Jordan's Minister of Finance, H.E. Dr. Abdalhakim Shibli. The project, funded by the EU, is implemented by Croatia as Lead Member State, together with the Netherlands and Spain, in partnership with Jordan's Department of Lands and Survey (DLS). It aims to modernise land administration, support digital transformation, and improve transparency and efficiency of land-related public services.
The launch event brought together representatives from the Jordanian government, EU, diplomatic missions and international partners. EU Ambassador to Jordan Pierre-Christophe Chatzisavas highlighted the EU's continued support for Jordan's reform efforts, stating the project reflects the strong partnership and commitment to citizen-centred public administration. Croatia's State Geodetic Administration project leader Sanja Zekušić emphasised peer-to-peer cooperation and knowledge exchange. During a technical session, experts presented three core components: strengthening the land administration framework in line with UN standards, developing a Jordan Land Administration Domain Model Country Profile, and enhancing technologies and institutional capacities for digital transformation. DLS Director General Khaldoun Al-Khalidi expressed appreciation, noting the project aligns with Jordan's Economic Modernisation Vision and Public Sector Modernisation Roadmap. The project will support institutional capacity building, system interoperability, legal development, and more transparent, efficient services over its implementation period.
