The European Union signed an Establishment Agreement on 21 July 2026 to open a full diplomatic delegation in Muscat, Oman, marking a milestone in EU-Oman relations and signalling a stronger EU commitment to the Gulf region. High Representative for Foreign Affairs and Security Policy signed the agreement with Omani Foreign Minister Sayyid Badr al-Busaidi, calling the move 'long overdue' and a clear signal of commitment to Oman, the Gulf, and stronger security partnerships.
The agreement expands the EU's global network of 145 delegations at a time of heightened regional instability. The High Representative noted the intensifying war between the US and Iran, rising casualty counts, and Iran's attacks on its neighbours and shipping in the Strait of Hormuz. He expressed the EU's full solidarity with Oman following attacks on its territory and commercial shipping off its coast. The Strait of Hormuz, he said, must remain open to shipping without tolls or fees after the war, and navigation must be unimpeded.
The signing follows discussions last week between EU and Gulf representatives on supporting freedom of navigation, including in the Strait of Hormuz and the Red Sea. The High Representative referenced Operation ASPIDES, the EU naval mission protecting shipping in the Red Sea, which he visited firsthand last week, and noted that the Houthi threat persists. He stressed that European and Gulf security are closely linked.
The EU is now ready to appoint an ambassador to Oman as soon as possible and establish a full diplomatic presence in Muscat. The delegation will deepen political dialogue and expand cooperation between the two sides. The agreement was signed on 21 July 2026, as confirmed by the EEAS.
