European industry associations in Brussels urge the European Commission to swiftly adopt a delegated act that would exempt pallet wrappings and straps from the 40% reuse target in Article 29(1) of the Packaging and Packaging Waste Regulation (PPWR), while keeping the 100% target in Articles 29(2)-(3) unchanged. They argue the 40% target is infeasible for these transport packaging formats due to load stability, product protection, and safety concerns, and warn that a fragmented approach would create legal uncertainty and implementation challenges. The letter, dated March 2026, is signed by dozens of associations across the packaging and materials sectors, including Afera, CEPI, Cepi, EDANA, FEFCO, Plastics Europe, and many others. They urge swift action to ensure the PPWR remains workable and aligned with EU competitiveness commitments.
