Germany has proposed appointing Ms Heike Raab as a full member and Mr Gregory Scholz as an alternate member of the European Committee of the Regions (CoR) for the remainder of the 2025-2030 term, according to a cover note from the Council of the European Union dated 24 July 2026. The appointments follow resignations that created vacancies in the German delegation.
Ms Raab, a member of the Cochem Collective-Municipality Council nominated by Rhineland-Palatinate on 17 June 2026, would replace Mr Gregory Scholz, who resigned as second full member on 26 June 2026. Mr Scholz, a member of the Rhineland-Palatinate state parliament, is proposed as second alternate member, succeeding Ms Maria Harutyunyan, who resigned as alternate on 25 June 2026. The nominations come after a previous member, Heike Raab (a retired plenipotentiary), resigned from the CoR on 18 May 2026; Torsten Welling, State Secretary, was nominated as a full member for the remainder of the term. The Federal Government has requested the Council to initiate the appointment procedure.
The changes affect the German delegation's composition for the eighth CoR term, which runs from 2025 to 2030. The Council is expected to formalise the appointments in due course.
