The Permanent Representatives Committee (Coreper II) will meet on 8 and 10 July 2026 in Brussels to prepare decisions on the Multiannual Financial Framework (MFF) 2028-2034, enlargement, Ukraine-related restrictive measures, and economic governance, according to a provisional agenda published on 6 July 2026.
On 8 July, Coreper will take stock of the MFF 2028-2034 negotiations and provide guidance on new own resources, following months of interinstitutional talks. The committee will also hold an exchange of views on Serbia's accession progress and hear a Commission presentation on the financial package for Montenegro's accession negotiations. Multiple items on restrictive measures against Russia, Belarus, and Ukraine are scheduled for preparation of formal adoption at upcoming Council meetings. Economic and financial affairs items include preparation for the 10 and 27 July 2026 Council meetings, covering capital market integration, Recovery and Resilience Facility adoption, the European Semester 2026, and G20 preparation. Foreign affairs preparation for the 13 July 2026 Council will address the EU-India Trade and Technology Council (15 July), Russia's war, the Black Sea, and the Middle East. On 10 July, Coreper will discuss a Council Implementing Decision extending temporary protection for displaced persons until 4 March 2028. The annex lists non-discussion items for approval, including accession negotiations with Moldova and Ukraine, restrictive measures, EU missions, and third-party attendances.
Coreper's guidance will shape formal decisions at the upcoming Council formations, impacting EU budget priorities, enlargement pace, sanctions enforcement, and economic recovery coordination.
