The first agenda item, the EU Space Threat Response Architecture, reflects growing EU attention to space as a strategic domain. The discussion may involve coordination mechanisms for detecting and responding to threats against EU space assets, including satellites used for communication, navigation, and observation. This follows broader EU efforts to enhance space security, such as the EU Space Strategy for Security and Defence adopted in 2023.

The second item concerns EU autonomous sanctions on Libya, separate from UN measures. The Counsellors will likely review the current sanctions regime, which includes asset freezes and travel bans targeting individuals and entities undermining Libya's stability. The meeting may consider updates to the list of designated persons or adjustments to the scope of measures.

The third item addresses restrictive measures related to Ukraine's territorial integrity. These sanctions, first imposed in 2014 and regularly renewed, target Russian and Ukrainian individuals and entities involved in actions against Ukraine's sovereignty. The Counsellors will discuss potential extensions or modifications, possibly in light of recent developments in the conflict.

The meeting is preparatory for the Foreign Affairs Council, where ministers will take final decisions. No outcomes are expected from the Counsellors' session itself, but their discussions will shape proposals for ministerial approval.
