The Council of the European Union (Employment, Social Policy, Health and Consumer Affairs) formally adopted or approved 15 non-legislative items at its meeting in Luxembourg on 29 June 2026, covering appointments, education, research, nuclear safety, wildfire management, budget transfers, justice, foreign missions, and an EU trade position. All items had been previously cleared by the Committee of Permanent Representatives (Coreper) between 17 and 26 June 2026.
The Council adopted members and alternates for the EFSA Management Board representing civil society and food chain interests, as well as appointments to the Committee of the Regions for Cyprus, Estonia, and Denmark. In education, it approved a Resolution on the strategic framework for European cooperation in education and training for 2026-2030, following Coreper's approval on 19 June. On research, the Council adopted a Decision on the Research Programme of the Research Fund for Coal and Steel.
Under General Affairs, the Council adopted a partial general approach on the Ignalina power plant decommissioning regulation for 2028-2034 and on the nuclear safety cooperation and decommissioning instrument for the same period. It also adopted a Recommendation on integrated wildfire risk management. An economic and financial item approved Transfer No DEC 10/2026 for Section III of the EU budget (Commission).
In justice and home affairs, the Council appointed two European Prosecutors to the European Public Prosecutor's Office. On foreign affairs, it adopted decisions extending the mandates of EU Border Assistance Mission at Rafah (EUBAM Rafah) and EU Police Mission for the Palestinian Territories (EUPOL COPPS), and approved the 2026 EU Humanitarian Principles statement. Finally, the Council adopted the EU position for the revision of the list of arbitrators and panellists under the EU-Korea Free Trade Agreement.
These decisions are largely procedural and administrative, with no legislative impact. The most significant policy item is the Recommendation on integrated wildfire risk management, which encourages member states to adopt coordinated prevention and response measures. The appointments and budget transfers have direct impact on the functioning of EU bodies and missions, while the education and research frameworks set strategic directions for the coming years.
