The Horizontal Working Party on Cyber Issues is scheduled to meet on 2 July 2026 at 10:00 in the Justus Lipsius Building, Brussels, according to a notice of meeting and provisional agenda published by the Council of the European Union on 25 June 2026. The meeting will address cyber diplomacy priorities under the Irish Presidency, the cyber diplomacy toolbox, and two items related to the UN Global Mechanism: preparation of the plenary session and norms implementation.

The agenda opens with the adoption of the agenda (item 1). Item 2 features a presentation by the Irish Presidency on priorities for cyber diplomacy, setting the strategic direction for EU cyber engagement during its term. Item 3 is a restricted session (RESTREINT EU/EU RESTRICTED) on the cyber diplomacy toolbox, to which members of the working party on Eastern Europe and Central Asia are invited. The toolbox is a set of measures the EU can use to respond to malicious cyber activities, including diplomatic sanctions and restrictive measures.

Items 4 and 5 focus on the UN Global Mechanism, a framework for international cooperation on cybersecurity. The European External Action Service (EEAS) will present on preparation for the plenary session (item 4) and on norms implementation (item 5), followed by discussion. The meeting concludes with any other business (item 6).

Delegations must register their presence in the delegates portal. Council documents are available on the Delegates Portal, with room attendants providing copies on request. The meeting format is 1+2, allowing each delegation up to three participants.

No prior coverage of this specific meeting or related cyber diplomacy developments has been published by EU Matrix in the last 180 days. The meeting will be an opportunity for member states to coordinate positions ahead of the UN Global Mechanism plenary and to align on cyber diplomacy priorities under the Irish Presidency.
