The Council of the European Union is set to approve Portugal’s amended recovery and resilience plan (RRP), following a reasoned request from Portugal on 21 July 2026 citing objective circumstances that made parts of the original plan unachievable. The proposed Council Implementing Decision, published by the European Commission on 31 July 2026, replaces the Annex of the 13 July 2021 Implementing Decision and affects Portugal's access to EU funds. The amendment revises 46 measures, reallocates freed resources to primary health care and business innovation, and keeps the total EU financial contribution and loan support unchanged.
