Belgian Back-to-Work Voucher scheme sees low uptake, criticized as failure by Vlaams Belang.

Economic Affairs, Taxation & Social Policy · Employment & Social policy · html · 2026-04-14

The Belgian policy on the Back-to-Work Voucher, introduced to help long-term sick people return to work, is being criticized as a failure one year after launch. Between 1 April 2025 and 16 March 2026, only 924 vouchers were requested and just 188 were actually used. Vlaams Belang’s Ellen Samyn argues the program covers a tiny fraction of eligible individuals (less than 0.03%) and questions how many have returned to work. Minister Frank Vandenbroucke defended moving eligibility from one year to six months of incapacity, but admitted he does not know the size of the expanded target or how many will use the voucher. Samyn also criticizes the administrative burden and notes about 16 million euros paid by employers remain largely unused, calling for simplification, better oversight, and accountability. The Vlaams Belang positions the issue as one of ineffective policy implementation rather than genuine reform.
