High Representative Kaja Kallas and Egyptian Foreign Minister Badr Abdelatty co-chaired the first EU-Egypt Association Council since the two sides signed their Strategic and Comprehensive Partnership in 2024, meeting in Luxembourg on 15 June 2026. Kallas announced that the EU had agreed an additional €20 million support package for the Egyptian Armed Forces earlier in June, aimed at strengthening maritime security in the Mediterranean and the Red Sea. She also highlighted cooperation on countering Russia's shadow fleet, with EU naval vessels from Operation IRINI boarding ships smuggling Russian oil, and pledged to tighten sanctions enforcement together with Egypt.

Kallas commended Egypt's role in regional diplomacy, including hosting Hamas disarmament talks and supporting Iran talks. She stressed the need for progress on the Gaza peace plan, calling for Hamas to disarm, Israel to pull back, and the National Committee for the Administration of Gaza to take charge. She also urged increased flow of people at the Rafah border crossing and continued facilitation of medical evacuations.

The Association Council discussed trade, investment, energy, green transition, migration, and people-to-people contacts. The meeting marked a formal step in implementing the 2024 strategic partnership, with no prior coverage of this specific council session in recent months.

Stakeholder impact - EU foreign policy: The €20 million military support and enhanced maritime security cooperation strengthen EU naval presence in key waterways, but may draw criticism from those wary of militarising migration control. - Egypt: Gains financial and security assistance, but faces pressure to align with EU sanctions enforcement and Gaza peace terms, potentially straining ties with other regional actors. - EU defence industry: The support package could open opportunities for equipment and training contracts, though the amount is modest. - Civil society: Increased security cooperation may lead to tighter border controls affecting migrants and refugees, while medical evacuations from Gaza offer humanitarian relief.

Expected follow-up Further meetings under the Association Council are anticipated to monitor implementation of the strategic priorities, with the next session likely in 2027.
