On 17 July 2026, the European Commission published a staff working document providing guidance for EU member states on establishing regulatory sandboxes and living labs for vehicle-to-grid (V2G) pilots, as part of the broader Electrification Action Plan. The document encourages national authorities to use temporary, supervised experimentation to test V2G innovations under controlled conditions, enabling evidence-based regulatory learning before wider deployment.
The guidance identifies existing EU legislation — including the Renewable Energy Directive, the Alternative Fuels Infrastructure Regulation (AFIR), and the Electricity Directive and Regulation — as already enabling V2G deployment if effectively enforced. It points to two national examples: Utrecht's sandbox in the Netherlands, which tested V2G in a designated zone and led to V2G becoming the default in public charging tenders; and France's sandbox, which granted temporary exemptions for Renault's V2G service, now extended to all Renault and Alpine EVs. The Dutch Roadmap on Bidirectional Charging, published on 22 June 2026, targets national scale-up from 2030, with mass adoption expected between 2030 and 2035.
Key barriers addressed in the document include double charges and taxation for electricity storage, lack of time-of-use network charges, metering issues, limited market access for aggregators, and interoperability challenges. The Commission recommends that member states use existing national sandbox frameworks and EU legislation to test and scale V2G, following the proven models from the Netherlands and France.
For EU automakers and charging infrastructure providers, the guidance opens a path to test bidirectional charging without immediate full regulatory compliance, reducing time-to-market. EU electricity grid operators may benefit from V2G pilots that help balance grid loads and integrate renewable energy, but face costs in adapting metering and tariff structures. National regulatory authorities will need to allocate resources to design and oversee sandboxes, potentially straining administrative capacity. EU consumers could eventually gain from lower energy costs and backup power, but may face upfront costs for bidirectional chargers and vehicle compatibility.
The guidance is non-binding, but the Commission signals it may propose legislative adjustments based on sandbox outcomes. The Electrification Action Plan, which the document accompanies, is expected to be debated by the European Parliament and Council in the coming months.
