The European Solar Manufacturing Council (ESMC) published a position paper on April 29, 2026, urging EU policymakers to strengthen the Industrial Accelerator Act (IAA) to better support the European solar PV industry and secure resilient clean-tech value chains.

ESMC argues the proposal currently covers only two PV components and should expand to more components while prioritizing Made in Europe and restricting non-EU suppliers and foreign investment. They call for tighter sourcing rules and for the IAA to be enacted in the first half of 2027, warning that current practices by Chinese manufacturers undercut European industry. They also emphasize that public funds should primarily benefit European equipment suppliers and that energy security and economic resilience justify bolder measures.

The Commission’s Impact Assessment reportedly finds limited consumer price impact from stronger measures, while highlighting substantial geopolitical and economic opportunities. The article concludes with a call to action for MEPs and Member States to back domestic solar manufacturing.
