Polish MEP Piotr Müller (ECR) has asked the European Commission whether it plans to introduce mandatory minimum production levels for selected medicines in the EU, in a written parliamentary question submitted on 23 April 2026. The question targets the EU's persistent dependence on active substances and finished medicinal products from third countries, particularly Asia, and aims to strengthen manufacturing capacity for critical medicines within the bloc.

Müller's initiative reflects a policy orientation favouring increased EU-level intervention in pharmaceutical manufacturing, including regulatory mandates and procurement preferences, to reduce external dependencies. The question does not propose specific numerical targets or deadlines but calls for a strategic shift toward self-sufficiency.
Under European Parliament rules, the Commission is expected to reply within approximately six weeks. The answer will signal the Commission's policy direction on pharmaceutical sovereignty, a topic that has gained urgency amid recurring shortages in several Member States.
