European Council reaffirms unwavering support for Ukraine, opens accession cluster, urges 21st sanctions package

The European Council, in conclusions adopted on 19 June 2026, reaffirmed its unwavering support for Ukraine's independence and territorial integrity, welcomed the opening of the first accession cluster, and called for swift adoption of a 21st sanctions package against Russia. The conclusions, issued after an exchange of views with Ukrainian President Volodymyr Zelenskyy, also condemned Russia's recent escalation, including strikes on a UNESCO World Heritage site and drone incidents in Romania, and outlined EU contributions to security guarantees for Ukraine.

The European Council welcomed the Intergovernmental Conference on Ukraine's EU accession and the opening of the fundamentals cluster on 15 June 2026, marking a formal step in the accession process. It expressed support for a comprehensive, just and lasting peace based on UN Charter principles, stressing that borders must not be changed by force and that Ukraine's long-term security must be guaranteed. The Council underlined that Europe has a key role in any future settlement and stands ready to defend its interests.

On sanctions, the Council welcomed the recent adoption of the 20th sanctions package targeting Russia's shadow fleet and called for swift adoption of the 21st package. It emphasised the need for a 'whole of route' approach to curb shadow fleet operations, reduce Russia's energy revenues, and constrain its banking system. The Council also stressed continued coordination with G7 partners on enforcement and anti-circumvention measures.

The EU and Member States are prepared to contribute to robust security guarantees for Ukraine, including through the Coalition of the Willing and in cooperation with the United States. Support will involve the EU Military Assistance Mission (EUMAM Ukraine), the EU Advisory Mission (EUAM Ukraine), and ceasefire monitoring via the EU Satellite Centre. The Council condemned Russia's targeting of civilian and energy infrastructure and called for intensified EU efforts to help Ukraine repair and strengthen its critical infrastructure ahead of winter, including rehabilitation of the Chornobyl containment arch.

The European Council looked forward to the first disbursement from the EUR 90 billion loan for 2026 and 2027 before end of June, and to the Ukraine Recovery Conference in Gdansk on 25-26 June 2026. It urged continued military support, including through the Ukraine Support Loan, and accelerated production and delivery of air defence systems, ammunition, drones, and missiles. The Council also condemned military support to Russia from the DPRK, Iran, Belarus, and others, and called for the safe return of unlawfully deported Ukrainian children.

On accountability, the Council welcomed the EU's ratification of the Convention establishing an International Claims Commission for Ukraine and progress on the Special Tribunal for the Crime of Aggression. It also encouraged technical work to address potential security threats from Russian ex-combatants, without prejudice to Member States' competences. The Council will revert to the issue at its next meeting.
