The amendment broadens the resolution's context by introducing the US embargo as a contributing factor to the humanitarian situation, a perspective absent from the original motion co-authored by the PPE, ECR, and Renew groups. The amendment does not alter any operative paragraphs but adds a legal and political basis for the resolution's conclusions. As a proposed amendment, it is still to be examined and voted on in plenary; it does not represent the European Parliament's final position.
