The Council of the European Union (Agriculture and Fisheries) is scheduled to adopt four legislative acts at its meeting on 13 July 2026, according to a provisional list of 'A' items published on 26 June 2026. The package includes a regulation amending CAP strategic plans and horizontal regulations concerning fertilisers, a decision to derogate from the eight-week period for national parliaments under Protocol 1, a decision authorising Austria to amend its bilateral road transport agreement with Switzerland for cabotage in coach and bus passenger transport, and a regulation on air passenger rights.

The fertiliser regulation modifies the Common Agricultural Policy (CAP) strategic plans and horizontal regulations, aiming to adjust rules on fertiliser use within the CAP framework. The derogation from the eight-week period under Article 4 of Protocol 1 on the role of national parliaments in the EU shortens the time for parliamentary scrutiny, a procedural step often used for urgent legislative files.

The Austria-Switzerland cabotage decision empowers Austria to amend its bilateral road transport agreement with Switzerland, authorising cabotage in road passenger transport by coach and bus. This allows Austrian operators to pick up and drop off passengers within Switzerland during international services, potentially increasing competition in the Swiss coach market.

The air passenger rights regulation, which has been under negotiation, sets new rules for passenger compensation and assistance in case of flight disruptions. The adoption finalises the legislative process, impacting airlines, airports, and travellers across the EU.

These adoptions are part of the Council's routine legislative activity, with no prior coverage on these specific files in recent months. The meeting on 13 July will formalise these acts, which will then be published in the Official Journal and enter into force according to their respective provisions.
