The European Union has warned that the non-implementation of UN Security Council resolutions undermines the authority of the Council and the credibility of the multilateral system, in a statement delivered on 23 June 2026 at an Arria-formula meeting on 'Bridging the Implementation Gap'. Speaking on behalf of the EU and its member states, the EU Delegation to the United Nations in New York cited specific cases where resolutions remain unenforced, including UNSCR 2803 on Gaza, UNSCR 1701 on Lebanon, and UNSCR 2774 on the path to peace, which the EU said Russia has failed to implement. The statement also highlighted the need for full implementation of UN sanctions on Iran under resolution 2231, noting that Iran has persistently failed to cooperate with the IAEA.
The EU called for the full implementation of UNSCR 2803, which provides a framework for ending the conflict in Gaza and addressing the humanitarian crisis. The EU contributes to the Comprehensive Plan to End the Gaza Conflict through civilian crisis management missions, support for the Palestinian Authority, and the Palestine Donor Group. On Lebanon, the EU demanded the full implementation of UNSCR 1701, calling for respect of Lebanon's sovereignty and territorial integrity by Israel and the disarmament of non-state armed groups, including Hezbollah. The EU stressed that a continued UN presence in Lebanon post-UNIFIL remains essential and looked forward to discussions on options presented by the UN Secretary-General.
Regarding UNSCR 2774 on the path to peace, the EU expressed being appalled by Russia's continued non-implementation, calling it a direct disregard for the Security Council's authority and the foundations of the UN Charter-based international order. The EU reiterated its call on Russia to abide by the Council's decision and fulfil its obligations in full, noting that permanent members bear special responsibility for upholding the Council's authority.
The statement also addressed the critical importance of implementing all six previously lifted resolutions pursuant to Iran's nuclear programme under resolution 2231. The EU noted that Iran has persistently failed to fulfil its safeguards obligations and fully cooperate with the IAEA, which is unable to confirm that Iran's nuclear programme is exclusively peaceful. The EU recalled that the Security Council's vote in September 2025 was unambiguous on the re-instatement of UN sanctions, confirmed by the UN Secretariat, and that all member states must now fully implement these resolutions.
The EU welcomed the resolution on accountability for attacks against peacekeepers, co-penned by Denmark and Pakistan, and stressed that implementation requires providing necessary resources, proper planning, command and control capabilities, and accountability. The EU reaffirmed its political and financial support for the UN Security Council, noting it remains the largest collective contributor to the UN. The EU also highlighted its Common Security and Defence Policy operations that support Security Council resolutions, including Operation Althea in Bosnia-Herzegovina (since 2004), Operation ASPIDES in the Red Sea, Operation IRINI monitoring the arms embargo in Libya, and Operation ATALANTA countering piracy in the Horn of Africa and the Western Indian Ocean.
The statement concluded by warning that non-implementation cannot become the norm, quoting Jean-Paul Sartre: 'every word has repercussions, and so does every silence.' The EU urged that every resolution of the Security Council carries repercussions.
