The amended Agreement between the European Union and the Republic of Lebanon setting out the terms and conditions for Lebanon's participation in the Partnership for Research and Innovation in the Mediterranean Area (PRIMA) entered into force on 17 June 2026, according to a Council note published on 22 July 2026. The agreement, signed on 8 December 2025, amends and supplements the existing EU-Lebanon scientific and technological cooperation accord, enabling Lebanon to participate in PRIMA under the updated framework.
The PRIMA partnership is a joint research and innovation initiative involving EU member states and Mediterranean partner countries, focusing on sustainable water management, food systems, and energy in the Mediterranean region. Lebanon's participation under the amended terms allows its research institutions and companies to join PRIMA calls for projects and contribute to the partnership's objectives.
The Council note, published in the Official Journal of the European Union (L 1415, 22.07.2026, p. 1), confirms the entry into force date and provides the legal basis for the amended cooperation. The agreement was concluded in the form of an exchange of letters between the EU and Lebanon.
For Lebanese researchers and organisations, the entry into force opens access to PRIMA funding and collaboration opportunities. The amended terms are expected to strengthen scientific ties between the EU and Lebanon, particularly in addressing shared Mediterranean challenges. No further institutional follow-up is required, as the agreement is now fully operational.
