- “This is notably the aim of provisions on subcontracting liability in the Posting of Workers Enforcement Directive targeting the construction sector. Um, and also there are directives such as the employer sanctions directive, which we also are taking into account. And the European Labour Authority is currently carrying out studies that will help us to strengthen our understanding of these issues. Um, and then in terms of public procurement, which of course is a very important dimension of this. The Single Market Strategy announced the legal revision of the public procurement framework also for 2026, and an evaluation of the existing framework is currently ongoing. It will be followed by a public consultation in preparation of the impact assessment to accompany the Commission proposal, and we have been following the discussion in the European Parliament, notably as regards social procurement, which will be an important aspect of this this work. The current EU legal framework allows contracting authorities to advance social policy objectives through procurement, and we have carried out as a commission a number of initiatives to support socially responsible public procurement in recent years, including guidance, best practices, exchanges and a help desk for contracting authorities. And this is one of the Um, procedures. One of the rules that the Commission will be assessing in this process to see to what extent that has been an effective approach and whether it could should be strengthened in the forthcoming reform. Um, and as I said, taking account of the different views of stakeholders, um, which we will need to have a balanced approach to. So this is what is coming up, clearly very relevant to the issues set out in the in the report that we're discussing today. Thank you very much.”

- “Good morning, chair, and thank you very much to the rapporteur as well, from our side for the draft opinion and to the members for their interventions this morning. As you have said, this is a very large, multifaceted and important topic and is also a focus of commission work at the moment. So I'd like to just mention two specific aspects. One is in the field of employment, where we are currently preparing the quality jobs roadmap that was announced in the in the letters to the commissioners. This is in full swing, This preparation, after the intense consultation process that took place from May to July of this year. And the president has, in the state of the Union address, announced that the roadmap will, among other things, lead also to a quality jobs Act. So a legislative proposal that will address new challenges and new realities for workers in the modern economy. And this proposal, Quality Jobs Act, will take the form of a legislative and non-legislative package with measures to improve working conditions, health and safety at work, and implementation and enforcement of workers rights. At the same time, these issues are also being looked at in the context of their cross-border dimension in the upcoming mobility package, which is also scheduled for 2026 along with the Quality Jobs Act. Um, these these are, of course, as we have heard this morning, very complex, multifaceted topics. Um, there are opposing views in stakeholders amongst social partners on how best to address these issues, and we are at the moment gathering evidence on the issues, on the existing rules and policies to be in a position to set the right actions at EU level, um, in several instruments. For instance. Currently, EU legislation contributes to ensuring fair working conditions for workers in subcontracting with key mechanisms like mandatory liability.”
