- “Yes thank you very much to all of you honorable members because I think the idea also of this report is to give a picture of what is the situation and I think it's extremely interesting also for us to listen to your remarks because this opens up a debate. Of course you know under this college and also the President herself said it, simplification, implementation and enforcement they go together and it's not only of the way of where are we going and we have to do less or more enforcement. I will be also very cautious to that because the strategy that the Commission has adopted towards enforcement, acting on systemic breaches, allow us to cover more than one case. So the fact of saying in the previous mandate you had more and now you have less is not really totally factually correct in a way because we address and we cover more under maybe one single infringement. What is true is that the enforcement is also one of the way to work together with the Member States and to try to achieve collectively what we want to achieve. Simplification doesn't mean deregulation. I think the President was also very clear on that. It means rethinking or maybe looking carefully at what we have been doing through a smarter way of also of implementing our legislation and that's a bit what also Miss, maybe Mister Gibrandi was referring to. I think we also have very good cooperation with the judges. We have a network of judges so we did at national levels, at European level that help us together. That's again it's a joint action to implement environmental objectives and this works very, very well. Delegated and implementing acts, this is part of the dialogue that Commissioner Roswell in particular started with the Parliament, with you and also with the Council and it's something where we will continue the dialogue. It's not finished. It was the first conduct that we had some time ago and we will come back on that. So what I want to say is that it is good that we understand where we stand and then collectively try to find what are the best way to proceed and we have to find also the right balance using the several tools that we have, the funding and the next MFF will certainly want to address the main causes of the lack of independence for Europe or it will support the reforms that we need also for better implementing legislation. But we are the start of the process because on the MFF you know better than me that the Commission is starting engaging with you and the Council for the interinstitutional negotiations. So this is a process and I think it is a good understanding of where we stand to continue on our side. We take on board also and I will reflect further on what you said and we are happy to engage further also with you in the future. Thank you very much.”

- “The Commission is also supporting this action, I would say. I heard one of you saying that there should be some funds to support also the the agreement. And I must say that in the general framework of the recently adopted, uh, next multiannual financial framework, in the communication adopted in July, the the commission is proposing a new facility, for example, to support the implementation of national and regional level actions that include also a cross-border or transnational dimension, including water management and ocean policy. Also, the new global Europe that is also part of the next MFF. So the Multiannual Financial Framework will contain a global pillar for actions that are also global in reach. For example, also some financing activities supporting climate, food and agriculture, environment, natural resources and ocean. So we really would like to aim to have a swift adoption, in a uniform and efficient manner of this international agreement. Um, one of you asked about how many EU member states have, uh, have, um, agreed or have ratified so far. So, so far overall, we have 54 parties. And I must admit that 11 member states have not ratified yet. The main reason is that some of them actually, they are waiting for us collectively to agree on a directive so that they can also follow.”

- “Good afternoon. Thank you very much, Madam Chair. Um, I would like to thank the rapporteur for his report. And I also would like to thank all of you for the accelerated treatment that you are giving to this, to this matter. Um, I like the your introductory remarks. When you say we are talking about a part of the world that is, uh, belongs to nobody, but it belongs to all of us. Uh, and I think that's what is, uh, international agreement does, uh, put us in front of this responsibility. And at the EU level, we have also the responsibility to act collectively together. Tackling biological diversity, loss and degradation of marine ecosystem has been recognized internationally as a priority. The adoption of this agreement after a number of years is also a real game changer for the oceans. Together with the upcoming Montreal Global Biodiversity Framework, I think these are two historic achievements for international environmental diplomacy. They do support each other when it comes also to meeting target of protecting 30% of land and seas by 2030. Um, this proposal tabled by the Commission has to be seen also in a broader context of the actions of the Commission. Uh, especially if we think about the strategic initiative of the European Ocean Pact, a communication adopted in June this year that aims also to address pressing challenges. That is, the oceans of the world are facing, including pollution, climate change, and overexploitation of marine resources. In that communication, in fact, the Commission is also committed to advance rapidly into the for the entry into force of the Bbnj agreement.”

- “Muchas gracias, Senora presidenta. Um, first of all, let me also express my condolences and solidarity for the tragic events in Lisbon. Um, I would like also to thank you very much, the rapporteur and all of you who have been working on this draft, which is very useful for us. Tackling biological diversity, loss and degradation of marine ecosystems has been internationally recognised as a priority. The adoption of the Biodiversity Beyond National Jurisdiction Agreement is, together with the coming Montreal Global Biodiversity Framework, a real game changer for the oceans. Two historic achievements of international environmental diplomacy supporting each other when it comes to meeting. Also the target of protecting 30% of land and sea by 2030. This proposal from the Commission has to be seen in a broader context of the European Commission. Also strategic initiative of the European Ocean Pact. I like the reference of Mr. Nascimento Cabral saying if we are the pupils, we have to also give the examples. I think the commission is also leading by example with the European Ocean Pact adopted in June. We wanted to address the pressing challenge facing the world ocean, including pollution, climate change and overexploitation of marine resources. The communication, the recognises also that the EU committed in this ocean pact also to quickly and swiftly ratify the Bbnj agreement, advancing it very, very smoothly.”

- “The 35% is foreseen for climate and environment and include biodiversity and nature restoration. This will mobilise approximately €700 billion. The role also of the national and regional plans and partnership plans is very important because the life activities will also be supported there, including under the youth facility and and also supporting also innovation mechanism, as I mentioned, for nature restoration. As regards the relations with Cap, with the Common Agricultural Policy the Commission still give a lot of importance to this policy area, which is very much present in the MFF proposals and make it also stronger links with environmental safeguards. The new cap continues to contribute to climate and environmental objectives. In fact, the Commission proposed also to include several provisions to fulfill these objectives, for example including clear environmental priority areas to be identified, a farm stewardship framework, and also the application of the principle of do no significant harm to intervention covered by farm stewardship. These Cap will also be discussed together with the Member States throughout the the definition of the national and regional partnership plans. Maybe a last word before passing the floor to my colleague on the global Europe, because also the external part, which is very relevant, especially also for for nature and 30% of the external dimension of the budget will also be dedicated to climate and environmental action, and it will directly contribute also to our international commitment including the Paris Agreement and also the coming Montreal Global Biodiversity Framework. - “Yes. Thank you chair. Good morning everybody. I will share my intervention with a colleague from DG on my left side. So we welcome the draft opinion prepared by the committee. Thank you very much. In particular, as regards the strengthening of the references to climate and environmental goals and targets, the need to for a robust tracking framework and competitiveness, benefits of addressing the climate crisis and preserving a healthy environment. I would like to recall that Commissioner Roosevelt and Hoekstra came to present also the key climate and environmental elements of this proposal of the commission in this setting on the 11th of November and already gave views and replied to many questions. A few of your comments, I will have been addressed. I will address also here. So live program. It is clear that a single ring fenced fund for the environment is not sufficient to meet our green investment needs. We need to mainstream green objectives in all EU funding programmes. So it is true that the MFF proposal does not provide for a continuation of the Life programme as such, but it does retain very explicitly the functionalities and types of action. The EU facility which is contained under the first pillar, so under the National and Regional Partnership plans, will fund life actions, for example for public beneficiaries and the European Competitors Fund will focus very much on life functionalities and actions for private beneficiaries, with a specific focus on innovation and competitiveness. Some of you also mentioned the Nature Restoration Fund, so biodiversity and nature restoration funding these will be covered across the whole budget.”

- “Of course, together with with the Parliament and the Council, we hope to to do that. Um, as foreseen before the entry into force of the agreement. Um, I would also like to mention that the Commission is not only proposing this, but also providing support to Member States. If I if you think about the recently adopted, um, multiannual Financial framework in July. So the first package, uh, there are funds under the EU facility where actions that, um, can be delivered more efficiently at union level and have a cross-border transnational dimension can also be used for sustainable water management and ocean policy. Also, there is a new global Europe will contain a global pillar for action. And this also includes um support to global governance, knowledge and climate, food and agriculture, environment, natural resources and the ocean. So the aim of this proposal is not to add additional obligation to have a strict transposition, to avoid conflicting requirements and to ensure the level playing field, meaning that all researchers, for example, in industry, they have a clear rules applied uniformly and harmonized way across the EU. Um, so far there are 54 parties. Um, and of course, as mentioned by some of you, um, there are a number of member states who have not ratified yet. Uh, some of them, as far as we understand, are also waiting for our, uh, EU action so that they can then ratify, um, on, on their side. And of course, the entry into force, uh, according to our forecasts, is after the, um, it's the beginning of next year.”

- “So after the deposit of the sixth ratification, if I if I'm. I already appreciate the constructive work that we have been having with with you your services also technical level. Um, on the report itself, uh, I would like to welcome, uh, the majority of the proposed amendment because I think that they, they add, um, the clarification to the text. Uh, we also welcome additional references, uh, to, um, to the Convention on Biological Diversity and to the Strategic Environmental Assessment Directive in recitals, uh, and four other proposed amendments in the scope of the directive that are also mentioned by, uh, Madam Chair, uh, these will be taken into account also in, in technical discussions that are going to continue. Um, overall, the directive is not meant to transpose all provisions exactly for the same reason, because we try to strictly, um, um, implement this international agreement as regards the proposed amendments on the submission of information, for example, on area based management tools, um, via the established channels under the agreement. Uh, these are welcome, uh, and in respect of future legal obligations. And again, other amendments will be also discussed. We are available for for this again from my side.
