“Then we will have to look at what is the outcome of the review and possibly take additional, let's say, implementing measures to then put into practice what is, let's say, the agreement that was reached with Ukraine in the course of the Dcfta review. In the extreme case that there would not be such agreement by the end of this year, then this transitional regulation basically sets out the rules that we will then be following for implementing the quotas that were agreed under the Association Agreement until the end of the year, and in the very extreme case that there would be no agreement even. In the beginning of next year, then basically this transitional arrangement. No longer applies because then as of the beginning of 2026, we would simply. Apply manage again the quotas as it had been done prior to the ATMs. But this is, I think, a very pessimistic scenario, which none of us, I think, is looking forward to. We would rather aim for concluding the discussions with Ukraine in much shorter time. I hope it's clear. Thank you.”
“Okay. Thank you, Mr. Davao. And Mr. Chair, just to add and responding to your question on the transitional regulation and the duration, I think you wanted to have more clarification on that. So the upcoming commission implementing acts on this transitional measures is exactly there to, let's say, address the situation that in case the Dcfta review is not finalized in time by the sixth of by the 6th of June, then automatically, of course, we go back to the quotas that were agreed under the Association agreement. And so we need to make sure that this is then properly implemented as it should be, as it was agreed at the time. So in the transitional regulation. There are, if you like, provisions which explain how the quotas will be managed from the period of the 6th of June until, in the extreme case, the end of this year. So one scenario is, of course, and I think this is our obviously preferred scenario, is that in the meantime, the Dcfta review takes place and is concluded in good time with the Ukrainian side at that moment. Of course, this transitional regulation will no longer have any role to play.”
