What Guillaume LORIOT has said (3)
“So we very much welcome as well the intention to team up further with Ukraine in that regard. Very last point, uh, in reply to the question raised by the MEP. Asap. Why do we have, as part of this medium, the the intention to extend the deadline when it comes to ASAP? Just at the background that this mini omnibus was prepared before we saw, um, kind of resume, uh, resuming the discussion when it comes to ADP and this accelerated procedure on the, on the Parliament side that we welcome and, and the acceleration of the tempo when it comes to the council side. So it was designed at a time where indeed Egypt was still a bit stuck. So now we take into consideration into fully into account the fact that, uh, we are making a huge progress when it comes to Egypt. But on the Parliament side, on the Council side, that we will start the trilogue very soon. We hope so. Uh, well, so just to explain the, uh, the background when it comes to add up with that again. So thank you so much. And we very much welcome the the report of the of the rapporteur, and we stand ready for a further iteration with the rapporteur and his team. Thank you.”
EU-Ukraine relations
“We very much welcome that aspect. And indeed we need to ensure consistency. In terms of modalities, we have different ways to protect security interests of the union across different union programmes. So those modalities can very much serve as inspiration, uh, for that, for that report. Second element is that indeed, as mentioned by the MEP Gonsalves, we want to refocus a strategic investment investment towards strategic priorities. So we welcome very much the fact that the rapporteur is, is, is willing to create additional incentives to redirect investment towards defence on startups Uh, and indeed, uh, this was mentioned by the MEP as well. So here we are. Uh, this is key for us to incentivize, uh, defense related startups, including with the, uh, the powerful impact that EIC can have. So that's why we very much want to flexibles the EIC accelerator in in support of the rapid emergence of defense. Uh, and you'll use startups. This is this new ecosystem that that we have. And we need to fully leverage this new ecosystem. And that brings me to the last point, which is Ukraine. Indeed. As as mentioned, uh, by MEPs, we have a lot to learn from Ukraine, uh, and including how to use the, uh, the new defense players, deep tech players in support of defense.”
EU competences on defence · EU research funding
“Thank you so much. Thank you so much, Madam Chair, and welcome to our colleagues from, uh, from Ukraine. It's really a pleasure to and the chance to speak to you in front of the enlarged, uh, community here. So, uh, just, uh, in terms of background, indeed. I mean, you said it all, but as you know, the commission is, uh, putting forward this rearmed plan that has several objectives. One is to boost the demand. So, so that member states can rearm quickly to reinforce the airship, the defense industry and the omnibus has one way to simplify the regulatory environment will be key for that mobilization of the of the financial ecosystem. And the fourth element is the flexibility of the EU instruments. And that's very much the purpose of that EU of that mini omnibus. We very much welcome the draft report of the of the rapporteur calls. Um, that is extremely relevant. Um, indeed as, as mentioned by the rapporteur, we are focusing very much on targeted changes to basically break silos, as mentioned by the MEP, to mainstream defence across different EU policy instruments and financial instruments. It's not about creating new instruments, it's not about new budgets for for defence. So, um, let me just pick a few elements that are particularly relevant, uh, in these reports. One is the protection of the security interests of the Union.”
