- 2025-09-23 “Thank you. Chair. Thank you very much, honourable members. Good morning. Um, the mid-term review package entered into force on Saturday, thanks to the work that this House has done together with the council to ensure that everything was done in a very, very short time to allow member States and regions to change their programs. What that package does, as you know, is to identify a number of new, uh, specific objectives in the field of defence, of competitiveness, of housing, energy and water, uh, and identifying a number of common indicators, uh, to ensure that we are able to target resources and to monitor how those resources are used. There is, however, a missing step because once you allocate money to a given objective and you say, this is what I want to do, and this is the common indicator, you need to be able to track the expenditure. And this is what intervention fields do. Now the intervention fields are defined in the Common Provision regulation. So what this delegated act does that was adopted yesterday by the Commission is precisely to ensure that the intervention field that will be necessary to be able to tell you how the money is used, are updated and adjusted to the new specific objective. In details what this delegated act does, it introduces five new intervention fields out of a population of 193 intervention fields that already exists. They are in the annex one of the Common Provision Regulation. It adds five five new intervention fields in the field of defence In the field of energy interconnectors and in the fields of critical infrastructure. And this is necessary because under the existing 193. Those areas are not sufficiently covered. And so these these five new intervention fields are are proposed to amend annex one of the CPR to be added to the existing 193 plus, plus and adjustment to one existing indicators in the field of step to ensure that also investment in defense, on top of what is already possible under digital, deep tech and biotech can be tracked under under step step investments.”

- 2025-09-23 “Attached, attached to it. So, yes, there's a lot of, uh, there's a lot of action, uh, put in place by the commission also, because, again, time is relatively limited. In fact, it's very it's very limited and tight, uh, since we have a couple of months, in fact, for member state to think and for us to, to, to to discuss and and and adopt, uh, concerning concerning the, the, the Hungarian, the Hungarian question. Uh, We do not comment on on articles in newspapers, but what I can tell you is that discussions are ongoing with with the Hungarian authorities within the limits and the perimeter that has been defined by the MTR package. And so there is no doubt, no misunderstanding on the fact that all the rules that have been decided will be applied to the letter and to the spirit. Uh, and so I'm not commenting on numbers, uh, the, the, the, the, the provisions of the mid-term review are very clear, and those are the ones that the Commission intends to apply till the last comma.”

- 2025-09-23 “Thank you, thank you chair. Thank thanks for for the question. Let me start by the simpler one, which is indeed exactly what you what you what you said. The reason why we added these five indicators in the field of defence in the field of also energy, energy, interconnectors and, and, uh, and, and critical infrastructure is because those areas were not captured by the 193 while in the field of housing in the field of water. Uh, intervention field, where, where we're already we're already there and there was no need to to do to do more. Now, you may you may draw the consequences that the real novelty is, is defense. I think that I had the opportunity to tell you in another occasion that under cohesion policy, there are already in investment in the field, in the field of defense. What we do with this package is to raise the visibility and the possibility to track this investment, which I think is particularly is particularly important. Uh, concerning your your your question on Novakov. Um, yes, we are reaching out. We are doing whatever we can to explain the package in detail so that no misunderstanding when member States and regions present their proposals, their amendments. We had a webinar with more than 300 managing authorities participating just last last Friday. The EVP has sent letters to all the ministers and all the managing authorities precisely to raise the attention to this, to this package, to all the importance of concentrating resources on those five priorities and benefit from the advantages, financial incentives that are attached.”

- 2025-09-23 “Now, when managing authorities modify their programmes and define which intervention fields to use. They can use all of them, all the 193 plus these five. But we think important to be sure that if managing authority decides, for example, to invest resources in in dual infrastructures, including military mobility, we have the possibility to track and to say this is exactly what member States and programs intend intend to do. So though this may appear a relatively technical exercise, it's important for a monitoring and transparency purpose so that again, we are able to tell you down the road when these mid-term review exercise is over, how much money has been shifted to which priorities to do what and and exactly tracking the expenditure afterward. This means that these indicators, these intervention fields, are needed now for the managing authorities to be able to present and introduce their amendments without those those intervention fields. Managing authorities will wait for the adjustment update of the list of intervention fields, therefore potentially delaying the process of negotiations and adoption of of the modification. And as you may remember, under the mid-term review package, the deadline is the end of this year. So time is is is relatively limited. And this is why, as the chair has pointed out, the commission is asking you to consider the possibility of an early non-objection procedure. Procedure so that this delegated act can enter into force quickly, and managing authorities can present their and submit their, uh, their uh, uh, amendment, uh program amendment proposal. Thank you.
