I don't think these principles should be applied universally across all the financial programs because they have different nature, different beneficiaries, different goals. This is better to place them in specific policy areas where they are more tailored to sectors.
Our position is not against these objectives. Our position is to avoid additional layer of reporting with strong backing not only in my family, but as it was clear yesterday, this is concern of the left side.
I have to say that we are not discussing whether horizontal principles matter. They do matter. They are obvious, but the discussion is whether we should duplicate them. We are not killing them because they have clear place in financial regulation and should have clear place in sectoral regulations.
After receiving these amendments and with strong backing of some political families, I see a chance for voting in line with my proposal. Voting goes June 23. Thank you.”
EU policy on sustainability criteria in public funding

What you presented can be summarized in a few words. The commission cut all the requests for the new staff and limited to 2% the increase in nonstatutory expenditure. This means that the commission cut a total of more than €41,000,000 compared to what the other institution requested, And the commission rejected any of additional 17 posts requested as well as the court of auditors request for transform 28 temporary posts allocated until 2027 for NG EU related work into permanent staff.
I would like to recall that the continuous pressure on heading 7 is due to a failure to address this issue during the MFF revision. It is clear that special instruments will have to be used again for this heading to ensure that the institution can meet their legal obligations. The commission considers that the that an amount of euro 700,000,000 will be needed from the special instruments.
I note that even if a commissioner reduced the estimates of institution in such a automatic way, it acknowledged at the same time the particular challenges of each institution such as high inflation with long lasting effects, increased rental and IT related costs, and increased workload coming from new tasks. Every institution is doing every effort to optimize their budget already since several years, and it is good that these efforts continue. However, the situation is becoming very difficult and cannot go on like this in the long run.
I will look into the situation of each institution individually and carefully analyze and discuss the draft budget and the cuts together with the institutions. I will see then if they will be able to absorb the cuts after a lot of reductions over the past years. I am looking forward to our cooperation on this matter and trust that we'll be we'll have successful negotiations and agree on a responsible and sustainable budget for each of the institution.

I would like to underline, and this is this will not surprise you, but what the situation of the other sections is worrying year after year due to a high pressure on heading 7. What you presented can be summarized in a few words. The commission cut all the requests for the new staff and limited to 2% the increase in nonstatutory expenditure. This means that the commission cut a total of more than €41,000,000 compared to what the other institution requested, And the commission rejected any of additional 17 posts requested as well as the court of auditors request for transform 28 temporary posts allocated until 2027 for NG EU related work into permanent staff.
I would like to recall that the continuous pressure on heading 7 is due to a failure to address this issue during the MFF revision. It is clear that special instruments will have to be used again for this heading to ensure that the institution can meet their legal obligations. The commission considers that the that an amount of euro 700,000,000 will be needed from the special instruments.
I note that even if a commissioner reduced the estimates of institution in such a automatic way, it acknowledged at the same time the particular challenges of each institution such as high inflation with long lasting effects, increased rental and IT related costs, and increased workload coming from new tasks. Every institution is doing every effort to optimize their budget already since several years, and it is good that these efforts continue. However, the situation is becoming very difficult and cannot go on like this in the long run.
I will look into the situation of each institution individually and carefully analyze and discuss the draft budget and the cuts together with the institutions. I will see then if they will be able to absorb the cuts after a lot of reductions over the past years. I am looking forward to our cooperation on this matter and trust that we'll be we'll have successful negotiations and agree on a responsible and sustainable budget for each of the institution.

EU policy on sustainability criteria in public funding
