2025-04-02“P-001372/2025 Answer given by Mr Serafin on behalf of the European Commission EU institution staff are recruited from all Member States. Each staff member brings their own cultural background under the banner united in diversity. The EU institutions strive to build a working environment where everyone feels included. The European University Institute (EUI) is an intergovernmental organisation. As such, it is created and regulated by an international treaty – the Convention Setting up the EUI – signed by its contracting states. According to Article 1(1)(b) of the High Council Decision N. 10/2020 of 15 December 2020 1 , a representative of the European Parliament, a representative of the European Commission and a representative of the Council of the European Union shall take part in meetings of the High Council but shall not have the right to vote. The Commission is not aware of any intention on the part of the contracting states to amend the Convention. 1 https://www.eui.eu/Documents/web2021/high-council-decision-10-2020-rules-of-procedure-of-the-highcouncil.pdf.”
Role of education (social change vs. tradition)
“Merci beaucoup. Yes, thank you very much. Luis Lazarus. Thank you. Mr. president, dear colleagues.
**Luis-Vicențiu LAZARUS: We might have a problem with our approach. Perhaps the European Commission is mixing up these negotiations with President Trump with negotiations with any other EU country. President Trump came to office and discovered that the US had a debt of 37 trillion, and did not think that it could increase taxes. But in my country, our president now our new president, said that he would not raise the VAT. But now this is exactly what he's doing. So let's watch out. Let's be careful with our nuances. If the EU Commission thinks that negotiating with Trump and talking about retaliation and backlash and countermeasures will score any points with Trump, you are deadly wrong. Because this is not how we need to negotiate. We need to reconvene on very important issues and reach a common agreement. Otherwise, I don't know what to say.”
EU-US relations
“Thank you. Lazarus. Next speaker.
**Luis-Vicențiu LAZARUS: Thank you. President. If. You block exports as happened in Romania. If instead of treating diseases, you cull hundreds of thousands of animals. If you have epidemics where previously there were none. If you allow in uncertified products and let them go on sale on our markets, despite the fact that they do not respect the same standards that our own farmers have to follow. If you do that with dumped produce and then you strangle farmers with red tape, then obviously. You end up with the kind of situation where they're completely at the mercy of supermarkets. They get no compensation for drought and floods, and then you want farmers to be happy. Come off it in the EU You. We've decided that we should be eating insects, that there are all sorts of different cockroaches and similar wee beasties that we should be eating. Is this going to help us? Insect protein.”
EU policy on novel foods
“Thank you very much, Mr. Lazarus. Please.
**Luis-Vicențiu LAZARUS: President. Dear colleagues. In 2013, I owned a television broadcaster, which was shut down by the then president because I was uncomfortable. How did he shut it down? He blocked my access to cable networks. This was possible because the Romanian secret services controlled these cable networks. Later on, my Facebook and YouTube accounts became some of the most viewed accounts. Of course, this means that the National Audiovisual Council started auditing me and Explaining to me what the DSA is about the Digital Services Act. So the Digital Services Act has to do with the way we can fight misinformation, but it was turned into a means of censorship by a Romanian institution. And now I'm wondering, this DNA, together with the DSA, does this, uh, build an architecture of for security in the in the area of information? Is this a police of truth? Um, are you going to, um, control the way information circulates so that not every piece of information can circulate if it becomes uncomfortable? Uncomfortable? It's just a question. I'm looking forward.”
