- 2026-01-09 “P-000052/2026 Answer given by Ms Šuica on behalf of the European Commission The EU is aware of the demolition order issued by the Israeli authorities for the sports ground in the Aida refugee camp and is closely monitoring the developments. The EU calls on Israel to halt the demolition and ensure children are not deprived of their right to practice sport and develop in a safe and healthy environment. The EU has raised and will continue to raise its concerns at the highest level. As noted in the EU’s position for the 13 th EU-Israel Association Council 1 , ‘the EU calls on Israel to halt continued settlement expansion and related activities, including state land declarations as well as evictions, demolitions, confiscation and forced transfers’. This includes investigation and information sharing on this matter. Freedom of assembly is a fundamental right enshrined in Article 12 of the Charter of Fundamental Rights of the European Union (the Charter) 1 , which, alongside freedom of expression and freedom and pluralism of the media enshrined in Article 11, form the basis for a free, democratic and pluralist society. As provided for in Article 51(1), the Charter applies to Member States only when implementing EU law. The Commission opposes any attempted foreign interference, threats or intimidation on the sovereign territory of Member States. - 2025-08-07 “E-003206/2025 Answer given by Ms Zaharieva on behalf of the European Commission Rafael Advanced Defence Systems Limited is a beneficiary in Horizon Europe (HE) project ‘Sensor-based prototype system for underwater security’ 1 within a consortium of 21 beneficiaries. Under the HE 2 legal framework, all research and innovation actions funded under the programme must comply with ethical principles and applicable national, EU and international legislation. Article 19(1) of the HE Regulation explicitly requires that: ‘Actions carried out under the Programme shall comply with ethical principles and relevant Union, national and international law, including the Charter and the European Convention for the Protection of Human Rights and Fundamental Freedoms and its Supplementary Protocols’. This includes principles and norms of international humanitarian law. These obligations are also embedded in the HE Model Grant Agreement 3 (e.g. Article 14) and are applicable to all beneficiaries of EU funding under the programme. In this context and at the level of HE implementation, several mechanisms are put in place to prevent that EU funds are used for activities that could be contrary to international or EU law. Projects financed under HE are selected by independent experts. The HE ethics appraisal scheme ensures a rigorous ethical evaluation 4 . Compliance with such requirements is also checked at project level. Any ethical concerns arising during implementation are taken very seriously and may lead to ethics related checks or reviews when appropriate. Currently, the project cited above is under ethics assessment. - 2025-05-08 “E-001867/2025 Answer given by High Representative/Vice-President Kallas on behalf of the European Commission The EU is concerned about the reports on the drone attack on the ship carrying humanitarian aid and activists heading for Gaza. Humanitarian aid is needed in Gaza to help people in desperate need. The EU has consistently called on the Israeli government to lift the blockade on Gaza to allow humanitarian aid at scale into and throughout the strip 123 . The EU discourages flotillas as a means for aid delivery. They risk the safety of their participants and carry the potential for escalation. However, nothing justifies attacking participants of flotillas with drones. The EU has consistently reiterated that in exercising its right to defend itself, Israel must fully comply with its obligations under international law, including international humanitarian law, and to ensure the protection of all civilians, including humanitarian workers and their facilities, at all times. - 2025-01-29 “E-000399/2025 Answer given by Mr Brunner on behalf of the European Commission The Commission is aware of the precarious living conditions in the informal settlements of San Ferdinando 1 . Protecting migrant workers from exploitation and ensuring that they enjoy adequate working and living conditions is a priority for the Commission. The EU legal migration Directives 2 and the Charter of Fundamental Rights provide that they shall live in dignified conditions, and the Seasonal Workers Directive 3 provides for a right to accommodation that ensures an adequate standard of living. Working with Member States to support access of migrants to adequate and affordable housing is a priority of the Commission’s Action Plan on Integration and Inclusion for 2021-27 4 . The Asylum, Migration and Integration Fund (AMIF) 5 contributes – among other things – to the socio-economic inclusion of third-country nationals. For instance, the AMIF Emergency Assistance programmes Su.Pr.Eme and Su.Pr.Eme 2 6 , included in Italy’s AMIF National Programme 2021-2027 (EUR 30 million), target specific areas, including San Ferdinando, by providing assistance to victims of labour exploitation and promoting alternative housing solutions. Likewise, the ESF+ 7 within the National Programme for Inclusion and the fight against poverty 2021-2027 (EUR 15 million) and the European Regional Development Fund (ERDF) 8 in Italy support the integration of non-EU workers and access to quality housing. While the Commission is aware of the case, as a general rule, it does not discuss with Member States individual cases which are in the course of being examined by their competent authorities or courts. 2. Under EU law (the Facilitators Package, composed of Council Directive 2002/90/EC and Council Framework Decision 2002/946 JHA), the element of financial or material gain is not part of the main offence of facilitation of unauthorised entry. Article 1 of Council Directive 2002/90/EC includes this element only for the facilitation of unauthorised ‘residence’. Council Framework Decision (Article 1.3) includes aggravated offences committed for financial gain, but only where the offence is committed as an activity of a criminal organisation or endangers the lives of persons subject to the offence. 3. Reference to the first answer is to be made. As guardian of the Treaties, the Commission is monitoring the implementation of EU law in the Member States. However, it is not aware of any elements pointing to a systematic breach in Italy of the right to interpretation in the framework of the Asylum Procedures Directive (2023/32/EU).”
