On 25 February 2026, the Council transmitted a proposal containing the final compromise text, and on the same date, the relevant European Parliament committee approved the provisional agreement reached in trilogue.

Within the European Commission, the responsible department is the Directorate-General for Environment (DG ENV), under the responsibility of Commissioner Virginijus Sinkevičius.
